The full text is as follows:
H. E. Dr. Ernest Bai Koroma,
President of the Republic of Sierra Leone,
Freetown
I would like to express my deep sympathy on the outbreak of Ebola in West African region including Sierra Leone, which has resulted in heavy casualties in Sierra Leone and the region. On behalf of the government and people of the People's Republic of China and in my own name, I would like to extend my heartfelt condolences to Your Excellency and through Your Excellency to the Sierra Leonean government and people. Since Ebola broke out in Sierra Leone, your government has quickly responded, mobilized local and international strengths and resources to resolutely combat Ebola, which the Chinese government and people have highly appreciated.

China and Africa are good brothers, friends, and partners who share weal and woe with each other. The Chinese government and people support the endeavour of the Sierra Leonean government and people to fight against Ebola, and would like to provide a batch of emergency anti-Ebola medical materials valued at RMB 10 million Yuan (equally 1.63 million USD) to support Sierra Leone in containing Ebola.

We call on the international community to act positively to provide emergency assistance to Ebola-stricken countries. I believe that, under the leadership of Your Excellency, the Sierra Leonean government and people will surely win the battle against Ebola and resume normal social order at an early date.
 Xi Jinping
President of the People’s Republic of China
 Beijing, August 10, 2014
